On December 22nd, 2014 the New Mexico Public Education Department (PED) provided guidelines for districts and schools "flexibility" regarding the advancement process for Level I and Level II teachers.

The flexibility provided to effective, highly effective and exemplary teachers is available to all teachers that meet the criteria addressed regardless of licensure expiration. A key component to the flexibility revolves around the Value Added Score (VAS) at it relates to Student Achievement on a teacher's evaluation.
Teachers advancing from each level must still meet the requirement of three successful years at their existing licensure level. Additionally, teachers moving from Level II to Level III must also have a Master’s Degree to qualify for advancement. (Source: Lenti Memo of 1.16.15) Level II or III teachers who wish to renew his or her license may continue to do so as long as he or she is at least minimally effective.
